The Full Bleed Row option in the row design editor allows the row content to span the entire width of the screen. Not all templates offer this option. In the templates that do not offer it, the option cannot be added, and the contnet cannot span the entire width of the screen. For that reason, some designers prefer not to use a template that doesn't have the Full Row Bleed option.
